On or about July 7, 2020, the Borough of Conshohocken will submit a request to the Pennsylvania Department of Community and Economic Development (DCED) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1972 as Amended for the purpose of providing rehabilitation services to low and moderate income residents residing in single-family, owner-occupied properties located within the municipal limits of the Borough of Conshohocken. Total HUD funding sources for this purpose are estimated at $128,853.00.
The activities proposed are Categorically Excluded per 24 CFR 58.35 (a); and subject to laws and authorities at §58.5 of the National Environmental Policy Act (NEPA). An Environmental Review Record (ERR) that documents the environmental determination for this project is on file at Conshohocken Borough Administrative Office, 400 Fayette Street, Suite 200, Conshohocken, PA 19428. The ERR may be requested for review by phone (610-828-1092) or mailing a request to the referenced address; by e-mail to cstetler@conshohockenpa.gov; or reviewed on the Borough website.
Public Comments
Any individual, group or agency may submit written comments on the ERR to C. Stetler, Community Development Coordinator, at the above address. All comments must be received by July 3, 2020, and will be considered by the Borough of Conshohocken prior to authorizing submission of a request for release of funds.
Environmental Certification
The Borough of Conshohocken certifies to DCED that Colleen Leonard in her capacity as Borough Council President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DCED’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Borough of Conshohocken to use Program funds.
Objections to Release of Funds
Pennsylvania DCED will accept objections to its release of funds and the Borough of Conshohocken’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request, whichever is later, only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Borough of Conshohocken; (b) the Borough of Conshohocken has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Pennsylvania DCED; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76); and shall be addressed to the Department of Community and Economic Development at: chowe@pa.gov. Potential objectors should contact Pennsylvania DCED to verify the actual last day of the objection period.
