The Borough of Conshohocken will hold a public hearing on Wednesday, August 5, 2020 at 7:00 pm at Conshohocken Borough Hall, 400 Fayette Street, Conshohocken, PA 19428. Borough Hall is accessible to people with disabilities, and arrangements can be made for those with limited English proficiency. The purpose of the Public Hearing is to discuss the Community Development Block Grant (CDBG) Program; community needs of Conshohocken; the Borough’s past performance under previously funded CDBG Program years; and to discuss areas to be addressed in the Three Year Community Development Plan for Conshohocken.
Conshohocken is expected to receive an allocation of approximately $132,533.00 in 2020 CDBG funds from the Commonwealth of Pennsylvania. The Borough does not anticipate the receipt of any program income related to the 2020 Program Year. CDBG funds must be used for the benefit of low and moderate income residents of Conshohocken. Applications for funding are due to the Pennsylvania Department of Community and Economic Development (DCED) Wednesday, October 28, 2020.
The following types of activities may be eligible for funding under the CDBG Program: water and sewer line replacement and improvements; housing rehabilitation; construction of affordable housing; construction/reconstruction of pubic/community facilities; recreational facilities; public services that are new or provide quantifiable increases in the delivery of services; street improvements; historic preservation; removal of architectural barriers; code enforcement; economic development; acquisition and relocation; clearance and demolition; and general administration, planning, and audit if required; and preparation of the CDBG application.
If Conshohocken would undertake activities that result in the displacement of families or individuals, then the Borough policy for minimizing such displacement would be in effect. Conshohocken is responsible for replacing all low and moderate income housing units that may be demolished or converted as a result of the use of CDBG funds.
All interested citizens are encouraged to attend, and will be offered the opportunity to give oral testimony at the Public Hearing. Residents also may present written comments concerning the community needs of Conshohocken; propose activities; or comment on the past use of CDBG funds, as well as the CDBG Program in general. Written comments may be submitted within 10 days after the hearing. Proposals and comments may be submitted to Christine M.
