
The Borough of Conshohocken will utilize electronic bidding to receive sealed bids for the Harry Street Rehabilitation project. Sealed bids must be submitted online through the PennBid electronic procurement program prior to 5/30/2025 at 11:00 AM EST, at which time they will be opened and read aloud at the offices of Remington and Vernick Engineers at 555 Croton Road, Suite 401, King of Prussia, PA 19406.

The scope of construction items includes roadway resurfacing and intersection drainage improvements along Harry Street, the removal of subsurface drainage pipes which will include the full depth reconstruction of the intersection and all four approaches on 9th and 11th Avenues, partial reconstruction of the intersections of 10th Avenue, construction of new ADA compliant curb ramps, pavement mill and overlay, base repairs where necessary, installation of pavement markings, and replacement of concrete driveway aprons and sidewalk.
This project is funded in part by the DCED Multimodal Transportation (MTF) Grant Program.
A certified check or bank draft, payable to the order of the Borough of Conshohocken, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid amount shall be submitted with each Bid. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value.
Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the project cost is $100,000 or above for locally funded highway and bridge projects.
Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof. The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00, and the maximum fee is capped at $5,000.00.
Prior to awarding the contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of bid openings for the purpose of reviewing the Bids and investigating the qualification of Bidders.
