Pursuant to the PA Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L.4, No.1995-2, notice is hereby given that Conshohocken Borough has submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Notice of Intent to Remediate the former EF Moore Chevrolet property located at 1109-1119 Fayette Street, Conshohocken Borough and 1201 Butler Pike, Whitemarsh Township, Montgomery County, Pennsylvania. This Notice of Intent to Remediate states that the site was operated as an automotive sales and service facility. Subsurface soils were found to have been impacted by historic site operations and have concentrations of lead, arsenic, tetrachloroethylene (PCE), 1,2,4-Trimethylbenzene (TMB), 1,3,5-TMB, and polychlorinated biphenyls (PCBs) exceeding nonresidential standards. Conshohocken Borough has selected the Non-Residential Site-Specific standards established in the PA Land Recycling and Environmental Remediation Standards Act. Remediation will consist of pathway elimination, including capping with a combination of clean fill in landscaped areas, building foundation, and pavement. The planned on-site building will have a vapor barrier to prevent exposure to any residual vapors in the soil. An environmental covenant will be developed as an institutional control to document post-remediation care. The proposed future use of the property is for a public safety services facility.
The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until [date 30 days after the newspaper publication date], Conshohocken Borough and Whitemarsh Township may select to develop and implement a public involvement plan involving the public in the development of the remediation and reuse plans for the site.
